22h41 Five possible gunshots reported close to “Seafreeze” in the harbour area. 22h43 Shooting victim reported in Salamander Rd. EMS respond and SAPS informed escort required. 22h47 SAPS and EMS en route. 22h47 Another shooting victim (same incident) awaiting paramedic at HB Fire.23h03.

Penwatch report a bakkie being loaded in Barry St. close to YMCA.23h05.

01h46 Mariners Security disturb two Charlie males breaking into fishing vessels. Thieves took off toward the Hangberg.

04h07 SAPS. APB keep a look out for a red Toyota Tazz CA447956 owner in IY suspects his vehicle has been stolen.

07h50 Resident at the top of Hughenden Rd. reports two Bravo’s on the property. Nothing further.

11h59 Earlier break-in at ## Edward Rd. Window removed. Premises not occupied.

17h30 Yellow and white Cortina bakkie CA744785 touring HB. Driver bumming petrol money and later spotted at KFC buying Happy Meals. This same vehicle was involved in theft of building materials from building sites a few months ago and poles from Carmel Park a few weeks ago. A few months ago this same vehicle was registered as CEM4460. A picture appears if you scroll to the bottom of this page and click on CEM4460 17h40 SAPS asked to ‘run the plate’ 18h02 Vehicle on the move SAPS unable to respond. SAPS report vehicle not stolen. Surveillance moves to channel 4 so nothing further.

18h44 Earlier break-in reported at ## Penzance. Suspects used a log against the fence to enter and leave.

22h23 Flares spotted over the harbour area. HBNW and SSP’s mobilize and investigate. All conclude flares originate in the harbour or harbour village and are therefore a hoax. This is a fairly common occurrence from within the fishing community that probably knows who the culprits are. This same community bleats like mad when a son is lost at sea!

Thursday 28th and Friday 29th Incidents

Thursday

20h30 Bay Farm report a number of men skulking around the property perimeter. ADT respond. JD checks river boundary. Nothing found.

21h03 DW Two PLA suspects moving down Bethal Rd. and onto the river path direction upstream. Suspects being followed by DW. 21h24 suspects enter ‘Hunters Retreat’ from the river boundary. One suspect keeping watch and the other inspecting the stables. HBNW respond from upstream and downstream while DW keeps an eye on them. 21h34 Two suspect run from the stable and are detained in full flight. Long story……. seems one may have been employed on the property a number of months ago. These two may also have stolen the saddles and tack on Tuesday night.

SAPS were unaware of this incident as they failed to keep a listening watch on the HBNW radio provided in the CSC. Numerous calls were made on air for assistance. Response to telephone calls to man the radio at the CSC were ignored. 21h37 SAPS reported as “on the way” 21h43 SAPS not on air. 21h47 Inspector Buchner on air and informs a vehicle has been dispatched to the scene. 21h52 ZH 16 on scene to uplift PLA members.

23h10 A resident in Oude Schip Rd. Heights observe a male and female tampering with vehicles. Male in a black jacket and the female in red. SAPS asked to attend. Nothing further.

02h46 # Blackwood Cl. Resident reports two intruders on property. ADT1 responds, nothing further.

03h46 ADT report, Clinic on Main Rd. Positive break-in. Suspects took off into IY. 03h46 ZH1 called on air, no response. 03h49 SAPS informed via landline. 03h54 SAPS on scene.

23h16 Thursday ADT1 reports a break-in in progress at # Blackwood Close. 3 Suspects, grabbed laptop and wallets then reported as heading to the pipetrack. SSP’s, and HBNW respond. 0h24 DB guard in Oakhurst spots 3 suspects, one wearing a white t-shirt and one wearing white gloves and carrying something heading toward Main direction IY. 0h43 Resident in Greenacres close to Main rd. reports restless dogs.

01h20 Resident at # River Walk in Oakwood reports two intruders in house exiting toward the pipetrack. JD heads to pipetrack above Hughenden. 01h22 SAPS agree to enter pipetrack via Hughenden pipetrack. 01h26 ZH confirm response on the way to the pipetrack. 01h30 JD in position observing the pipetrack above PH on the pipetrack. 02h15 JD leaves observation point in disgust on pipetrack as SAPS fail to appear and back up as promised. The normal escape route from Oakwood is above the houses at the top of Grotto and then onto the pipetrack and safely into IY. There’s every chance the two incidents above are connected.

13h44 ADT7. Break-in at # Woodcutters Cl. Juvenile suspect apprehended.

14h08 Metro1 Suspicious Charlie male, white takkies, blue denims and black t-shirt with yellow hiding behind the Law Enforcement office. HBNW respond. 14h22 Suspect discards a knife while being detained, SAPS asked to attend. Suspect thought to be connected to the 12h41 incident.

0h35 Pirates area. Car guard attacked by two Bravo males one using a hockey stick. Seems the car guard disturbed them while they were breaking into a car. Despite an extensive search hockey team not found.

01h15 Toyota cockroach CA766070 cruising Beach Estate aimlessly. This same vehicle was repored here on the 7th of March as follows.......
15h49 ADT Oakhurst Est. Two Bravo males trespassing on premises. Took off in a green Toyota Corolla CA766070, direction unknown. Watchcon later report that the vehicle is a known regular and not suspicious.

SSP’s and HBNW respond. 01h23 Suspect in house? corner Alexander and Brighton. 01h23 B7 Two suspects on the run in Brighton one in a green top. B7 01h24 Two suspects apprehended. SAPS on scene. Suspects may also have been involved in the 0h35 assault on the car guard. These two may have been part of a larger group of five.

14h36 Mainstream report a suspicious (ATM fraudsters) blue BMW CA189039 in the area last seen heading toward Mariners Wharf.

02h22 Northshore report a suspicious black Corsa bakkie CA444509 cruising in Pondicherry / Albert. Two Charlie male occupants. SSP’s HBNW and SAPS alerted. SAPS report vehicle engaged in newspaper deliveries.

10h11 Mainstream Security. Silver Merc CA926904 Two Bravo males and one Bravo female seem to be checking ATM’s. SAPS informed.

18h02 Watchcon. Break-in in progress at ## Edward St. SSP’s and SAPS respond. Nothing further.18h08 Bravo male caught stealing diesel from a truck in Greenacres. DB respond and cuff the thief. SAPS uplift the thief. 18h30. While the suspect was being interviewed on scene, a group of Bravo males arrived in a white Toyota Stallion CA669840 to enquire what the problem was as they were community leaders from IY and concerned for the thief. It’s possible they were the collection crew as there were heavy 20 liter fuel containers to be transported.

20h06 Watchcon report a break-in in progress at # Albert Rd. SSP's, HBNW and SAPS respond. 20h12 Seems suspects were involved in an MVA, ran off and are hiding in the house. 20h21 One suspect in beige pants and black and white top, breaks over a fence toward Royal.

21h27 Conwatch reports gunshots at Constantia Nek. DB respond. 21h32 SAPS respond. 21h41 Shots reported to have been from the vineyard below the Nek Constantia side. Nothing further.

22h57 # River Walk, Oakwood Estate beams tripped. ADT respond. Resident thinks suspect moving through property. Nothing further.

11h12 Power failure in the Diamond Liquor / Heights area attributed to cable theft.

12h22 ## Hughenden Rd. Cable theft reported. Thieves are playing cat and mouse with the resident. Suspect Bravo males aged around 20.

17h53 Break-in close to the harbour near Sentinel Coachworks. Shift change so no SAPS vehicle immediately available.

18h03 TOOV at the old SAPS parking area. Brick used to smash a window. Colourful school bag with school clothes stolen.

19h11 Disa River Road bridge. Staff of a local guest house report being held up at gun point while walking close to the bridge. The two Bravo male robbers were uplifted by a taxi which left toward IY. Later report indicates the incident took place just after 18h00.

20h24 # Day Rd. Penzance. Attempted break-in through back door. Suspect running toward Main Rd. Suspect Bravo male with a light blue shirt and black pants. SSP’s, SAPS and HBNW respond. 20h24 Second suspect in a blue shirt seen running away from # Brink toward IY. 20h38 Complainant makes a positive ID of a suspect tagged by ADT and apprehended by SAPS on Main Rd. Turns out the suspect was also responsible for the 18h03 TOOV above.
20h43 3 Charlie males and 1 Charlie female threaten to smash windows of patrons cars if they are not tipped for watching cars! ADT respond.

Wednesday Incidents Updated

From aDisa resident..................Intruders came onto our property last night, presumably after midnight, at Hunter's Retreat, 4459 Main Road. They broke into our stables and Tack room and removed saddles and equestrian tack. No further details available at present. Regards Disa KC.

No sign of foot traffic was found upstream of the property. It seems the thieves left the property via the fence on the Disa tributary (Western boundary), crossed the tributary onto the neighbours paddock, then down onto the river path heading downstream direction Well Way. For some reason they walked (clear footprints) on the second path below the main river path skirting the sensors placed at LD and KD. When they got close to Well Way they may have hidden the saddles in the bush alongside the river for later collection. There was extensive sign that someone had walked about in the long grass below the river path either to hide goods and or later to recover goods. I had a good look around and found nothing. The Well Way camera showed no sign of movement during the night so the entry and exit may have been via Valley Rd, again showing local knowledge.

The fact that they avoided the sensors both inbound and outbound points to grooms, friends or staff that are familiar with the sensor placement and their purpose.

04h16 Five or six suspects at Sea Harvest. DB and ADT respond. 04h43 Deep Blue and ADT work together and disperse the suspects.

06h04 Lost HBNW radio found. Seems it was left at a complainants house by a careless constable. The Hangberg resident returned it voluntarily. The abusive user was probably a family member.20h03 Watchcon. ### Empire, suspects on premises. SSP's respond.

Tuesday 26th Incident

From a resident...........

Around 18h50 on Tuesday 26th, in Van Oudtshoorn street cnr. Armour noticed a Deep Blue guard chasing an individual who looked suspicious. Bravo male jumped into a property at the end of Van Ousthoorn Street. Suspect hiding on porch behind a pillar. Suspect idicated that he worked there. The guard rang the intercom and confirmed no one was home. The male then got up and aggressively told the guard not to bother him. Deep Blue vehicles with 4 guards arrived and apprehended the man.
This black male was about 5’11 feet tall, 28 to 30 years old, light coloured black male, with some scars on his face. He was wearing dark long pants and a white zip up tracksuit type top.

Mod comment. One of the recent beach muggers was described as having a scarred face!
Unfortunately the home owner declined to press trespassing charges and the suspect was released. The chase started when the DB foot patrol approached the suspect when he was reported to be 'window shopping'

04h49 Break-in at Valley Pre Primary. Possibly the Penzance suspects reported at 02h44?

06h01 # Candlewood Close, external alarm indicates prowler on premises. ADT1 attends, no one found.

10h48 ## Andrews Rd. 40HP Yamaha outboard motor stolen from a boat.

11h30 NJB reports two Bravo males loading a white Bantam bakkie TTH033GP biing loaded with building materials from a Pondicherry building site. SAPS asked to attend.

12h18 Watchcon. Old gold Mercedes CA586588, driver reported as ‘drunk’ SAPS informed.

13h47 NR reports a Bravo male jumping the wall onto ### Albert Rd. from the greenbelt. The suspect had been under observation for some time and wearing jeans and a blue and white headgear. 13h49 Resident at the same premises reports the intruder moved onto a neighboring property. SSP’s and HBNW respond. Suspect wearing a brown top being pursued down Mountain toward Empire and the reeds. 13h56 Suspect in the reeds heading toward BP. Suspect waves back to those chasing him. 13h57 Suspect on the river bank in the reeds. 13h59 SSP apprehends the suspect on the Disa Horse trail. Suspect reported as detained. 14h00 SAPS asked to attend via landline as they are not monitoring HBNW radio. 14h06 SAPS depart CSC. 14h00 It’s a long story from here and becomes a police investigation.

16h17 Watchcon. DB in pursuit of Charlie suspect that attempted to break-in at # Daphne. ADT and HBNW respond. Suspect wearing brown headgear, brown pants and a black shirt. 16h28 Suspect covers up black shirt with a brown shirt. 16h30 Suspect detained and positively identified by a DB response officer. 16h33 SAPS uplift the suspect.

Groups of Bravo youngsters had been reported heading into the dunes earlier. 13h09 two suspects detained in Albert Rd. Witnesses asked to report to SAPS for ID. Nothing further. 13h17 Stand down.

16h31 Vehicle break-in Bosman St. Llandudno.

15h12. Mugging on the beach. Two Bravo males, early 20’s in vests, grey camo pants and blue beanies at least one armed with a knife. HBNW, SSP’s and SAPS respond. Seems the suspects were uplifted by a blue Toyota cockroach taxi. Various blue cockroaches stopped and checked. Victim reports one mugger had distinctive facial scars.

18h00 White VW Microbus stolen in Camps Bay. Keep a look out for CA140309

19h43 Dinghy stolen from the childrens playground in Carmel Park. Thought to have been uplifted by a group of Charlie’s onto a white Nissan 1400 bakkie. Registration number not recorded but thought to be CA414421. Probably being press ganged into the local poachers fleet.

Seems the driver got away. Eyes and ears are out there but the teeth remain in the glass next to the bed!

Sunday Incident

17h18 SH. Break-in at # Broughton Close, Scott Estate. Three Bravo males seen taking off in a silver blue Honda CA928333 after loading goods stashed in the bush, witnessed by SH. HBNW ADT and SAPS respond. 17h25 ADT3 spots the Honda in IY above the graveyard. ZH30 responds. One suspect detained and some goods recovered in the vehicle and at the local hairdresser! 7 Minutes to find and 10 minutes to an arrest!

21h41 PF. Suspicious activity in the Penzance buffer zone (green belt). SSp’s respond. Nothing further.

22h13 Resident reports a vehicle driven into a boundary wall. Vehicle takes off without stopping. 22h15 Delta5. Suspect CY253228 found parked some distance away. SAPS busy only one vehicle available in the valley. 22h42 SAPS on scene.

"On Friday 8 August 2008 at 12h25, a Rondebosch resident returned to her vehicle at the main carpark on Spaanschemat Road in Tokai forest after walking her dogs and was approached by 2 black males, was threatened with a firearm, her keys were taken and the vehicle stolen. She was traumatised but not harmed.Vehicle details: white Ford Bantam bakkie with canopy CA 688-758. Was possibly seen en route towards Khayalitsha at 12h45." 05h29 A residents reports a suspect climbing a fence at the top of St. Anthony’s Rd. ADT respond. Possibly related to break-in a few minutes earlier at ## Scott Rd.
05h36 Mainstream report a fence jumper near the post office. Suspect possibly heading toward the harbour via Princess. 05h37 Mainstream report the two suspects hiding behind the post office. DB / ADT respond to assist Mainstream. 05h42 Suspects detained close to the Beach Club on Princess. 05h48 SAPS asked to attend, unfortunately a shift change at the CSC takes priority. 06h05 ADT3 discovers a DVD player stashed in the area where the suspects were hiding. Nothing further.

14h52 Watchcon. Family robbed while walking on the dunes above Kronenzicht. SSP’s and HBNW respond. Suspect aged about 16 wearing white shorts and a dark top armed with a knife. 16h00 after an extensive search most stand down, nothing found.

Reporting Procedure Thanks TCNW

Procedure to be followed by SAPS in the event of a Housebreak-in / Burglary and especially important if a robbery has taken place (weapon used)

1. Once discovered, the incident must be reported to the SAPS either by phone in or by reporting at the local police station.

2. A docket must be registered and a case number given to the complainant.

3. A detective must interview the complainant, in person or by phone. The detective must supply his details at the interview.

4. The scene must be visited by the detective and an on-scene investigation must be carried out. This is to look for clues, verify and clarify the statement of complainant, interview residents, staff, neighbours, etc.

5. A fingerprint expert must attend the scene. With the new "war room" in SAPS Cape Town, priority is given to the identification of fingerprints and many suspects are now linked to crimes much faster than in the previous years.

6. Even if a complainant does not want investigation and he only reports for insurance purposes, the above must still take place. This will ensure that there is a uniformed approach to investigations of housebreak-ins / burglaries. Should any member of the public find that the procedure and follow up as set out above above is not happening, then a complaint must please be lodged with Captain Ntongana, Branch Commander - Detectives, SAPS Hout Bay via email (houtbay-saps@saps.org.za) or telephone 021-7918660 in order for him to follow up.

0h02 CA647249 Red Opel, driver very drunk at the Shell Service Station. SAPS unable to respond as they are too busy with another drunk.

01h31 Conwatch. Looking for a silver Corsa ‘suspicious behaviour’ last seen heading toward Hout Bay. Nothing further.

13h43 Break-in reported at ## Empire. Belongings found discarded in the garden?.ADT and CM respond. No suspect description. Absent resident traced and informed.

14h55 Two ladies mugged on the beach. Suspects reportedly took off up river toward the bird hide. Suspects are Bravo youngsters one armed with a knife and wearing a coloured beanie. SSP’s SAPS and HBNW respond. 16hoo Most stand down. Nothing found.

04h07 CW. Attempted break-in at ## Luisa Way. Suspect unknown but thought to be hovering in the area.

09h46 BF. Jogger robbed on Military Rd. Suspect described as a Bergie in a baggy jacket and thought to have been armed with a gun. SAPS, SSP’s and HBNW respond. 10h06 Suspect appears to be a Charlie or Bravo vagrant, short in height with what appeared to be a firearm wrapped in a plastic bag. Not found.

03h21 DB guard reports loud noises and dogs shouting in Baviaanskloof. SAPS respond.

09h03 Oakhurst resident reports she is currently being harassed in her driveway by two of four Bravo males driving a Silver Yaris CA 283 599. Unfortunately the resident hangs up before providing contact details. This vehicle (see “Suspicious Vehicle” story below) is believed to have been involved in driveway robberies in the Peninsula. The occupants are reported to have been armed in earlier incidents. HBNW, SSP’s and SAPS respond Valley wide. Most areas checked and vehicle not found. Stand down around 10h08. SSP’s combed Oakhurst estate to try track down the caller but to no avail. No follow up call from the complainant received up to 11h30.
