09h42 ## Milner Ave. Break-in in progress. SSP’s SAPS and HBNW respond. 10h12 Thief eventually found hiding in the roof where he was harvesting a copper crop. SAPS take the thief into custody. The person found in the roof may be known as Marco and may be the same Marco variously reported spinning strange stories to residents while looking for opportunities. The thief is known to SSP’s as one.

17h07 Intruder on a property in Longkloof Rd. runs toward Main Rd. crossing Disa River. Suspect detained by SSP. Nothing further.

21h13 Cellphone snatched through an open window at a lodge close to the harbour entrance.

23h24 Bokke guard observes one Bravo male in dark clothing hiding behind a rock on the pipetrack close to the “old caravan”. SSP’s asked to respond. DB vehicle dispatched. 23h29 suspect on the move toward the ravine.23h33 Bokke NW respond. 23h44 suspect seems gone to ground and not seen. Midnight all stand down.

Seems resident may have encouraged the scavengers to leave. Plenty of confusion as original caller to Watchcon was distressed? and gave ambiguous information. SAPS attend.

15h56 Armed (panga) robbery in progress at ## Lategaan, Penzance, screams heard. Tall Bravo male describes as being in his early 20’s robs a lady resident of a computer and other valuables. Thief escapes into IY where four accomplices may have been waiting. Very good response from SSP’s and SAPS directly on the IY side of the fence. Nothing found.

15h56 Suspicious metallic green Golf CF104404 cruising Baviaans /Scott.

16h00 Known thief, Welcome Njolo, back in circulation after serving time? Normally finds work as a groom. Welcome has small scars alongside and on? his nose.

23h59 # Cannon Close, suspect seen running from “the flat” Local patrollers asked to keep a lookout for a hoodied male dressed in black.

12h38 A young Bravo male with a scar (scarred?) on his face is on regular maneuvers in Hughenden. He wears a red shirt at times. Today he appeared on a property and is thought to be involved with the ‘rocks on the road incidents’ having been seen close to the scene before the incidents.

Tuesday Incidents

13h00 Break-in at # Gumtree, Bokkemanskloof. Time unknown, may have been days earlier, unoccupied at present.

11h26 Rocks placed in Hughenden Rd again. Last time a lady was attacked when she stopped to clear the same rocks. SAPS (Insp. Lourens) investigates. No one found but local residents are suspicious of a “scarred” Bravo male seen a number of times at this location.

21h03 Mariners Security report a (German) tourist couple mugged and robbed of bags, and all jewellery (approximately 20h45) on the beach close to the river mouth. No immediate NW or SAPS response. 21h12 SAPS at Mariners. Mariners security search the dunes. NW member locates the discarded handbag and valueless contents on the Disa horse trail 300m upstream from Princess St. SAPS unresponsive when asked for assistance on the HBNW radio net. Bag taken to SAPS who had not recorded the names or contact details of the victims despite them having been in the CSC. NW member locates the guest house via the keys in the bag and returns bag. Robbers are 3 Bravo males in dark clothing one armed with a baseball bat. Both tourists transported to hospital for medical attention. Update:Passports were safely stored the their guest house. Both are fine and back at the guest house.

From a resident: Thats the second after dark mugging on the beach this year. Previous one (Jan 4) was 20h30 - 2 bravo male with knives. It could be the same group and at least we now know they may be using the horse trail as their exit (i think most of the day time muggings have involved vehicles) also - when we have tourist incident like this i understood there was a whole load of tourist assistance services from the city of cape town that kick in - passport renewal, counselling etc. I wonder if this happened and what our german tourists thought of their experience with our local saps.

Why ZH vehicles Should Carry Their HBNW Radios

This report appears on the BKM website and is copied for your information - well done to the active and alert patroller and to SAPS; and thank you!"Just after midnight this morning, a vigilant as ever Plumstead NW patroller P8 noted a taxi acting suspiciously at the Shell garage in Plumstead. It seemed to remain there for a longer period than deemed necessary. When the taxi moved off, P8 cautiously followed it noting that several tail lights were not working. After working its way through various side streets, eventually moving onto Main then Kendal, the taxi appeared to note the patroller following them, so sped off up Kendal. Keeping the taxi in sight as "eyes and ears”, patroller radioed for back up and assistance. By now the taxi was heading into Kirstenhof SAPS territory from Ladies Mile Engen onto the M3 direction Tokai. Having a NW radio with him, a SAPS member was then able to be directed to the vehicle, by now on the M3, where SAPS stopped the taxi. Further SAPS backup arrived. All 7 occupants (4 coloured females, 2 coloured males, 1 white male) were then searched, as was the vehicle. SAPS found 2 rifles, a DVD player and a quantity of drugs. After several hours of investigation it was determined that the rifles and DVD player had been stolen during the same evening only some hours earlier from a residence in Glencairn. It appeared that the thieves had been attempting to find a buyer for the rifles somewhere between Wynberg and Westlake. Further investigation revealed that 1 of the females was wanted on a previous theft case and the white male was wanted for a previous case of drugs. This is a prime example of the successful workings of the concepts of residential patrollers “eyes and ears” and the NW radio carried by ALL role players to maintain clear communications thereby achieving quicker response times. Imagine if there had NOT been an alert patroller on duty, or if SAPS did not have a NW radio with them – these thieves would NOT have been caught and 2 more weapons would have been in circulation no doubt to be used to commit further crimes and perhaps finally ending the life of some beautiful citizen in our midst. Congratulations are clearly in order for the patrollers involved and Kirstenhof SAPS. Investigations are continuing."

09h30 Details reported below may be inaccurate. Whittlers Way ammended to Hughenden Rd.

Sometime before 09h30 this morning a lady motorist was proceeding along Hughenden Rd close to the bottom gate, when she came across rocks in the road. It seems she may have exited the vehicle to remove the rocks and was attacked by 3 Bravo males sustaining knife wounds while defending herself. She managed to drive herself to the HB police station. The motive for the attack is unknown but may have been an attempted hijacking/ robbery. The criminals walked back into IY. SAPS asked for medical assistance and an immediate response from “Aquaman and BeachMandy” was refused! The actual incident was never reported on the HBNW net at the time (i.e. no warning fom SAPS regarding the incident)

Comment from Bokke-Justin: Having heard this incident live on the radio this morning I was appalled that an immediate offer of primary first aid from "Aquaman" was ignored, in favour of a metro Ambulance etc. I have since discovered that watchcon is instructed not to accept offers of medical assistance from anyone certain named service providers. There may well be issues around liability and accrediation etc - but in this case someone could easily have DIED for lack of primary first aid. It is quite outrageous. We MUST accept first available suitable help - until secondary or more qualified parties can respond. Is this not the WHOLE POINT of first aid? I personally did a St John's First Aid course myself last year and this is exactly what I understood first aid to be. Does this mean that first aiders are not accepted to assist with NW calls? What about other types of assistance? Am I to decline the offer of my jumper leads to somone because we should call the AA rather. If there are protocol issues to resolve then just do it. Don't let someone die in the meantime

Comment from Chris: Don't have any more info on my side. Spoke to a resident who said she had noticed the rocks in the road somewhere around 9 but simply drove around them. I'm hoping that any of the Meadows residents that have info have already gone to the cops. I will put out appeal, again, via the hughenden-meadows group mail system now. Will let you know if anything comes to light.Unbelievable incident... Whittlers is pretty busy in the morning - as the only exit road for about 130 households!

Having being stabbed myself in April last year this brings up a HUGE charge for me. From Aquaman and BeachMandy: Unfortunately egos and personal issues have lead to the current situation - certain people have chosen to use legality and liability to try and stop us from what we are doing. I personally take on the liability whenever I help someone - to me it is worth the risk! As the comment from "anonymous" says, anyone can refuse help - this also applies to the entire medical fraternity not only a first-aider. In the past 9 months we have been able to respond to countless incidents and generally get there first - do what we can and hand over once the ambulance service arrives - we have records where this has taken 1.5 hours. In terms of qualifications Mandy has a 3 year degree in Nursing and worked in the neo-natal intensive care unit in Germany - this is a lot more than the short courses you do to become a basic ambulance assistant. I am not as qualified, but do have a level 3 in basic emergency care and have a pretty good idea what I'm doing and where my limitations are.In life threating situations it is normally the first 5 - 10 min that will determine the outcome - in the past 9 months I have performed CPR on 3 people.No Heart beat + no breathing = DEAD. We have been forced to sort out some administrative issues, which are almost complete, then I can assure the community of Hout Bay that SURF RESCUE 1 will be back on air and ready to help wherever we can 24/7

14h18 Saturday 17-01-09 This Dodgy Caliber driven by a bearded Charlie? male followed a young lady driver all the way to a residence in Hout Bay. The driver was first noticed following in the Constantia area coming up from Groot Constantia. The Dodgy tailing the lady entered HB at the Constantia Nek roundabout at 14h18 and exited HB heading down toward Groot Constantia at 14h36. During the event the Dodgy driver drove dangerously close to the lady scaring her to the point of distraction. The registration number is CA (sure) and a sequence that may contain 444 (not sure) and 274 (not sure)

From a reader: I would just like to add to your story about the Black car that followed the young lady home on the 17-01-09. I had the same car follow me into Valley Road and then speed off when I got the the sercuity boom at my home in Ken Rock on the 18-01-09 I didnt think much of it till I read this report and would like to warn all ladys/members to keep a eye open for this car. He was riding so close to me I couldnt see his plate all I could make out was the CA 4 when I turned off.

15h56 NR. Hit and run reported close to Valley and Victoria circle. Youngster injured and transported to HB Fire by HBNW(NR). Suspect vehicle unknown.

0h41 BM reports her neighbour running like mad after two Charlie teenagers one wearing a beanie, after an attempted break-in at #Alexander, last seen legging it along Milner. Immediate response by HBNW and SSP’s. Empty swag bag left behind, nothing further.

23h42 Bokkeguard reports a black Renault? moving along the Bokkemanskloof pipetrack without headlights. 23h52 Residents above the Overkloof pipetrack report the same vehicle. ADT respond, vehicle seems to have exited the pipetrack at Constantia Nek.
