Friday Incidents Updated
0h11 Attempted break-in at # Sandpiper. Beams tripped, window forced, thieves ran off into bushes. No description.
02h40 Break-in at ## Villa de Legno? Three thieves enter a bedroom window, threaten occupants with screwdrivers, one may be a female, all three reported to have their faces blacked out? last seen heading for Laurentia Way. SSP’s and SAPS respond. 02h43 SAPS report movement in Helgarda, very dark complexion wearing an orange shirt. 03h06 suspects reported to be in the reeds on Disa. 03h37 Dog squad searching reeds. 04h51 All stand down, nothing found.
From VJ: Excellent response from SAPS who called in the dog unit and asked for assistance. The wetland area was effectively closed down - ADT vehicles patrolled, Deep Blue had 3 vehicles sitting in the dark, plus 2 or 3 HBNW vehicles covering exits – all while the dog unit went through the reeds. This time they got away, but with that type of effort WE WILL catch them.
18h24 Elderly tourist couple mugged, robbed and tied up on Rocket Rd above the dunes. HBNW respond. Two knife wielding Bravo males, one taller than the other carrying a backpack in which the knives were concealed.
Comment from a resident: These muggings are getting out of hand over 15 for the month of February, this must surely be a gang of some kind, or word is getting out that this is the "easy" kind of crime happening in Hout Bay. These victims are now not only been targeted after sunset, but in broad daylight. Something has to be done... What about a sting operation where we have police or nwb posing as ordinary civilians, in order to catch these guys???? any other suggestions?

07h45 Close to World of Birds, Handbag snatched by a Bravo male, dressed in black last seen heading into the bush alongside WOBirds. 07h52, handbag recovered, thief lying low, SAPS asked to attend. Third party may know the thief so he may found. Good response by HBNW and SSP’s.
16h03 Jerome reported wandering about in Albert Rd.
17h55 From a resident: On the beach, high dune to the East of old police station: 2 Bravo males - one with red shirt, one black shirt, lying low in bush - watching passers by on the beach and one playing with a "flick" knife. They moved off quickly towards DUNES after I disturbed them... Could they be related to mugging at 20h00?

14h14 # Gordon Rd. Break-in. 3 Bravo youths seen leaving the premises with one bicycle via Pondicherry. Despite a very good response from SSP’s, SAPS and HBNW thieves not found. 15h06 Thieves positively identified and seen in nearby bushes looking for goods hidden earlier. DB response vehicle apprehends the suspects, SAPS uplift them for processing.

14h10 Lady mugged on the beach close to Disa River. Three muggers, described as Charlie males one in a khaki? top and one in a long sleeve red top, last seen running into the surrounding dunes. Good response from HBNW and SSP’s. One held the lady while the other cut her bag strap to release it. Nothing further.

02h04 House robbery in progress at # Farriers Way, Tarragona. ADT respond, SAPS informed. 2 thieves command occupants to lie on the floor and leave with considerable loot. Robbers are two young Bravo males, short builds wearing surgical gloves, carrying torches and blinding victims. Also thought to have ‘hit’ the premises before and operating on foot. Wielding a bolt cutter and threatening to cut a finger off one victim was the method used to subdue the residents. Watchcon fail to provide feedback.

From a resident: last 3 beach attacks have occured at 16h07, 16h10 and 16h59 (mon/thu/sun). There have been various descriptions but you would think by now SAPS would alert us to whether it is one or many gangs and produce some detailed description and/or identikit.

16h42 Three Bravo males taken into custody by SAPS after flattening wall spikes and trespassing at ## Laurentia Way. Credit to HBNW, SSP's and SAPS
16h59 Mariners Security report a Dutch tourist couple mugged and robbed by two knife wielding Bravo youths on the beach, close to Mariners Wharf. One with distinctive dreadlocks and seen earlier playing with a rugby ball. A Delta Response Offices stopped them a few minutes after the incident in Edward St. but unfortunately before the radio broadcast of the incident. Good response by SSP's and HBNW but no further sightings.

10h20 Circumstances unclear. Taxi demonstrators reported on Moravian School premises where they are assaulting pupils and teachers. SSP’s, SAPS and Metro respond. 10h29 SAPS collar 3 of 4 people that may have been responsible.

SAPS attend. 01h28 Two suspects, one red balaclava with brown clothing seen running from Oxford into Empire toward. SAPS on scene. Suspects cornered searched. Nothing to connect them but they may have hidden the stolen goods for later collection.

To Decal Or Not To Decal
Any opinions? Please send them to bonneville@absamail.co.za (or add comment) and I will add them here. Read lower down for some insight.

As newcomers and now active members of the HBNW.....patrolling again this afternoon - we found your comments on Decals or No Decals very relevant and interesting. However has it sparked any comment? We would have thought this was a very serious issue and one which the HBNW would give some direction on?
From VJ: To me the decal issue is a 50/50. With decals you do run the risk of being targetted, but at least they show SAPS, other HBNW as well as the Armed Response units what you are doing. Maybe without them, we'd all be following each other around (like we still do with the newspaper delivery bakkie)? Personally, i dont use them because a) i can never find them and b) they dont stick on a land rover.
JP: I also won't use decals - for one thing I would feel like a mobile target. Second reason is most of the time I am of service in NW is either on response, or just going about normal daily life - to shops or whatever - carrying my radio. More and more NW is just for citizens at all times - not just on patrols. A second question is when to show ones radio. In a shop, in a restaurant, on the beach? Generally I think the sight of radios is a good crime deterrent (eg who would rob Darios with several radios evident?!), but suggest discretion if you walk into an armed robbery, or are likely to be mugged for it . . .
Another patroller writes: I think that the use of the decals gives warning to criminals, and all they simply do is wait till your car has passed and continue, however if you just seem to be 'driving' by they will not feel threatend by a normal civilian and will continue in the act, and hopefully get caught. From a personal safety point of view, Hout Bay is a small village and NW members, especailly woman put themselves at risk, that they may be recognised and possibly targeted in the future

- they show people with possible criminal intent that they are being watched. Even if you only drive by it will make them feel a touch uneasy about committing a crime and they may just move on
- it is a good pr exercise in the neighbourhood and may make others sign up as well
- it explains the slow pace of the vehicle
- I honestly don't think displaying a decal will make the car a target - I'm sure the word is out among the dishonest that there is an efficient communication network out there, so attacking a HBNW-decalled car is not a good idea

Wednesday Incidents and Taxi Violence Updated
02h59 # Gordon Rd. Two Bravo males attack and rob a lady returning home. No serious injuries. Seems the criminals may have been on the premises.
Early morning incident in Scott: Last night in the early hours this morning, D M reported on channel two that his fence wire had been cut and it apparently was a definite attempt to get in. Early morning incident in Scott: Last night in the early hours this morning, D M reported on channel two that his fence wire had been cut and it apparently was a definite attempt to get in. 02h01 ADT. # Forest Hill Rd. Longkloof, attempted break-in at dining room door. Alarm scared the perpetrators off.

# Peterhof Hughenden/Meadows. Hole cut in fence during the night. Nothing further for now.
16h07 Resident injured when attacked and robbed of cell, wallet and keys by unknown attackers close to or on the footpath between Princess and the beach in the vicinity of the “bird hide” There was a struggle. HBNW respond. Likely suspect is a Bravo youth wearing an orange cap, seen running across Princess and ducking an ADT response officer before the incident was broadcast. SAPS asked to attend. 16h42 SAPS Finally on scene. 17h09 Mainstream security officers recover, cell, keys and shades on the horse trail between Princess and Victoria. 17h05 most stand down.

To Decal Or Not To Decal
For a long time now I’ve not put decals or any other NW identification on my vehicle when I’m on NW duty. An event some time ago in Constantia where a SSP armed response officer was shot and a large restaurant was robbed 20 minutes later had me thinking rightly or wrongly, that the mysterious shooting of the AR officer may have been a deliberate diversion created to open a window for the later robbery.
Even if the events were not linked, the shooting of an AR officer or an on duty NW patroller will inevitably draw an immediate response from SAPS, all SSP’s and NW patrollers and concentrate them all in one place allowing criminals space to hit and run elsewhere.
I notice Constantia NW patrollers with decals and flashing orange lights and the message it sends to criminals is clear. Simply duck out of sight until the vehicle has passed and get on with crime as they are on a loop and will only return once the loop is complete. At night criminals can see these vehicles even before they come around the bend!
A recent robbery up country saw two NW members shot when (it is thought) they were seen to be using radios to report the robbery or responding to the robbery using a radio. These are not the confirmed facts but I think the point is, keep a low profile and you may be much safer. After many patrols and bumping into regular baddies, the baddies get to know the patrollers. Don’t for one moment think a “Tikop” is or ever will be scared by a NW patroller.
From a resident: Oh so true – when we were doing ‘block watch’ in Randburg [this was about 25 years ago!!!], the cops first asked us to use magnetic signs – after one car was specially targeted to get the radio [we used a police radio for duty] they made two changes: 1 – no signs 2 – report in every half hour or they came to look for you.

03h51 Watchcon. Two thieves reported inside ##Penzance Ave . One wearing a red hoodie and the other a black hoodie. Both armed with ‘butchers’ knives. SAPS respond.
04h07 ### Victoria Ave. Resident reports someone attempting to open the kitchen door. SAPS attend.
21h08 ADT. Beach mugging. Two persons taking a walk on the beach close to the Disa River robbed at knifepoint. Muggers are 3 Bravo males, one in khaki ¾ shorts and a white? shirt with horizontal? stripes, last seen heading into the dunes. SSP’s SAPS and HBNW respond. 21h32 Victims decline to lay charges so all stand down. This serious crime will not be recorded at SAPS so it never happened, how cool is that!
HBNW members are champing at the bit to set up and detain these thugs but as we are continually reminded that we are eyes and ears only so we have to wait for SAPS to do something. There is a definite pattern emerging here starting with, 9pm, warm evening, beach, knives, Bravo males, regular, multiple and innocent victims. I suppose it will take a murder before any preemptive action is taken. Once there has been a murder these thugs will avoid the area for a long time and follow up operations would be fruitless. The time to act is now.

11h07 TOOV at #### Main Rd close to Chestnut. Two Bravo youths one in a red shirt and the other in a black shirt are the suspects. These two were seen earlier in Bokkemanskloof, red shirt had scars on his face (Bongani?)
12h00 Earlier break-in on Applegarth close to Elm Tree. Numerous items of value stolen. Time unknown.
12h00 Tourists robbed of handbags while in/at their car at a guesthouse in Longkloof. It seems an opportunist Bravo male that was knocking on the house door when they arrived, snatched the bag out of the car while the occupant was busy at the boot. Circumstances unclear.

21h34 SAPS asked to intercept a green Jetta CA138505 currently at KFC. Driver appears to be intoxicated 21h43 ZH vehicle directed to KFC where the occupants are thought to be consuming alcohol. Jetta originally reported by another motorist that avoided a collision with the Jetta which was being driven erratically.
